Excelsis has a deep understanding of the Georgia Department of Transportation (GDOT). In 2012, Toby was appointed by then Gov. Nathan Deal and subsequently confirmed by the State House and Senate Transportation Committees to serve as Director of Planning of GDOT. This senior leadership role directed the allocation of billions in funding for critical mobility projects statewide. During his service, GDOT secured a federal TIFIA loan, executed its first ever P3, and broke ground on the I-75 Northwest Corridor Project. Carr’s leadership also led to the approved financial plan to reconstruct the I-285/GA-400 interchange. From sea ports to rail hubs to airports, last-mile projects advanced to completion. Local governments and regional entities also found an ally in the Office of Planning, which enthusiastically assisted communities that brought local resources to projects of regional significance. Nowhere was this more evident than in the local-state partnerships created where regional Transportation Investment Act and other infrastructure-oriented referenda were approved by voters.
