MEET KELLEN


Kellen Carr | Principal

Kellen Carr is a Government Relations Professional focusing on state and federal affairs. Carr has extensive experience in legislative and executive branch advocacy in areas such as health, gaming, taxation, education, workforce and economic development. As the principal of Excelsis Public Strategies LLC, she has expertise in managing complex issues for clients. Kellen served as the in-house lobbyist for the Georgia Lottery Corporation (GLC) managing both state and federal affairs for the third largest lottery in the world in terms of per capita sales. Carr’s responsibilities included protecting the GLC as an entrepreneurial venture and ensuring that the GLC was in the best position to continue to increase sales and maximize revenues for the state’s beloved HOPE Scholarship and Pre-K program.

Carr previously served as a Project Manager in the Governor’s Office of Workforce Development (GOWD) where she gained practical knowledge of the state legislative process by researching and managing key legislation and developing policy while spearheading the Governor’s workforce initiatives. Two programs that she is most proud of leading while at the

GOWD are Operation: Workforce, an online one-stop portal of online resources and services for Georgia veterans and Troops to Trucks, a partnership with the Georgia Department of Driver Services to expedite the licensing process for service members seeking to obtain a commercial driver’s license. Both programs continue to grow and are critical to helping our service members find jobs and transition back into civilian life. Kellen has served on the Annual Fund Committee for Children’s Healthcare of Atlanta and on the Government Action Committee for the Georgia Society of St. Vincent de Paul. Kellen and her husband, Toby, completed Leadership Georgia in 2014 and were program chairs for the Jekyll Island Program in 2015. Kellen graduated magna cum laude from Auburn University. Originally from Albany, Georgia, Kellen resides in Watkinsville with Toby and their four children.
