MEET TOBY


Toby Carr | Principal

Toby Carr joined his wife at Excelsis after serving seven years in the Office of Government Relations at the University of Georgia, concluding in the role of Vice President, which leads federal, state and community relations for the university. Carr joined UGA in 2015 as Associate Vice President for Government Relations and Director of State Relations, which included serving as liaison to the Board of Regents of the University System of Georgia. Prior to UGA, he was appointed by former Governor Nathan Deal and subsequently confirmed by the State House and Senate Transportation Committees to serve as Director of Planning for the Georgia Department of Transportation. This senior leadership role at GDOT directed and oversaw the annual allocation of billions in funding for critical transportation and mobility projects statewide.

He also worked on the Deal staff as executive director of the gubernatorial transition, liaison to the State House of Representatives and transportation policy adviser. He previously was an aide to House Majority Whip Jan Jones, who now serves as Speaker Pro Tempore. Carr also served as executive director of the Georgia Republican Party in 2009-2010 and coordinated House Republican Caucus campaigns at the GAGOP in 2008. Prior to entering the political sphere, Carr worked in project management and sales in the residential and light commercial construction industry.

Toby has served on several boards, including the Georgia Society of St. Vincent de Paul and the Georgia Council on Economic Education, and he has been a member of numerous committees related to executive search, strategic advice, evaluation of grant applications and implementation of major initiatives. Toby graduated magna cum laude from the University of Georgia with a BS in Agricultural Engineering and a BBA in Finance.  Originally from Dunwoody, Georgia, he resides in Watkinsville with his wife, Kellen, and their four children.
